미국 구어체 표현입니다.
큰토막(block)에서 나온 조각(chip)이란 말로써..
아빠를 꼭 닮은 아들을 가리킬때 쓰는 표현입니다.
(= a son who is like his father (from the same block of wood).
물론 off 는 분리의 전치사 이겠죠.

A: He and his dad are very much alike.
B: You can say that again.
    He is a chip off the old block

(A: 그와 그의 아빠는 정말 닮았어.)
(B: 맞아, 아빠랑 똑같아)
* 참고로 You can say that agian는 동의할때 쓰는 표현입니다.
